The precedence system has only been changed once in Agoran history, from Nomic default mutable/immutable to current Power system. It works smoothly. It's been around a long time. Maybe it's time for a major change, because "it just" works in a nomic can also be "it's just boring and taken for granted." Working out all the bugs, scams, problems, and structures in a new system is part of the "fun".
