Power is one of the most enduring structures of our game.
Here's a proto to shake it up a bit.

    Branch is a Secured Rule switch with values Original (default),
    Executive, Legislative, and Judicial.

    Each valid non-default value of the Branch switch has a Head 
    Officer (HO).  The HO for Executive is the Speaker; the HO for
    Legislative is Prime Minister; the HO for Judicial is the
    Arbitor.  Other offices belong to the branch that defines them.

    If there is a conflict between Rules, and all the Rules that
    conflict are in a single branch, then Rule precedence is determined
    by Power, then by Rule number.  However, Rules within that 
    branch CAN take precedence over this method of resolving conflicts.

    If there is a conflict between Rules, and some of the conflicting
    Rules are in different branches, then the conflict is resolved
    in the following order (top to bottom):

       (i)   This rule [note: Original Branch] takes precedence over all Rules;

       (ii)  Other than this Rule, Rules in non-default branches take
             precedence over Rules in default branches;

       (iii) The non-default Branch that has the lowest numbered Rule
             involved in the conflict is considered to have the highest
             precedence, with precedence over all rules (regardless of
             power) in other branches.  The Branch that has the next
             lowest-numbered rule has the next highest precedence, and
             so forth;

       (iv)  Finally, within branches, the power then number precedence
             continues to govern. 

[Note:  this allows each branch to establish entirely different Rule Change
procedures, or any other procedures].
