No, it takes away precisely that power.  The advantage to the Assessor
is that it eases bookkeeping (once the Herald reports the state of the
list as of the end of a decision's voting period, the Assessor can
resolve that decision without worrying about subsequent changes).  If
the Herald reports in something approaching a timely fashion, anyway.
