My suggestion would just be to apply a Rest directly without invoking
all of NoVs and courts etc.  By the way, I thought through all these
options carefully when I wrote the Cards proposal - it was the single
hardest thing to resolve in the writing - but came to the different
preferred option based on experience from cards last time.

But here's an idea.  To divorce it from the suggestion of criminality 
altogether, you could make the marker a "bad" card that would be created 
in hoarders' hands [the following needs cleaning]:

Millstone:  A player holding a millstone CANNOT transfer a card, or 
play a card other than the Millstone.  Holding a Millstone is a losing 
condition.  Millstones CANNOT be transferred or destroyed by its holder 
without being played.  The only way to play a millstone is to play while 
destroying N other cards in one's hand where N is the amount by which
the number of Basic cards in the player's hand (not counting any 
millstones) is greater than the hand limit.  (If 0 or less, no cards 
need be so destroyed).

ASAP after the beginning of time T, the [particular officer -- 
Accountor?] shall create a Millstone in the hand of each player who 
had a number of cards at time T greater than the hand limit.
