Proposals can't create one-off obligations like this. Also, note that
InterNomic II's ruleset contains:

All member nomics must always abide by all Internomic II rules then in
effect, in the form in which they are then in effect.
}
though there doesn't seem to be any mechanism for enforcement and
certainly the proposed rule wouldn't make that clause effective.
