Ah, we're talking about different things. I was referring to the problem that to determine the list of all panels in existence, one would have to review each individual appeal case to determine what the final configuration of the panel was in the case, irrespective of how that configuration is actually recorded for each case. If cases could reuse panels, as the current proto would allow, this would be even more complicated. With the current panels, this task is straightforward: every group of two or more persons comprise exactly one panel. The need to determine such a list is of course purely hypothetical, but you were arguing that pre-existing panels are confusing, and it's the only in the same sort of situation that this would be generally relevant. -root
