Since I think that it would be far more interesting if Canada were a nomic (and 
I'm not ready to pin all my hopes on appeal), I want to legislate it into being 
one. I therefore draft the following proto-proposal, AI=2:

Define Nomic

Amend rule 1023 (Common Definitions) by appending the following paragraph to 
the end:

       (d) A nomic is an entity defined by a set of explicit rules that
           provide means for themselves to be altered arbitrarily, including
           changes to those rules which govern rule changes. A nomic need not
           be a game to qualify. In particular, governments whose
           constitutions provide for constitutional amendment are nomics.
