I think it is reasonable in this case to take "all other things being
equal" to mean that the rest of the things in the message that announced
P1C are still in the same message.

It wasn't a contest anyway, of course.  "Partnership 1's Contest" was
the slightly misleading name of a contract that was not a contest.
