Yes, good.  My "clarify MMI" proposal had:

      * <x> MAY <y>: it is PERMITTED for <x> to <y>.

      * PERMITTED, LEGAL: it is not MANDATORY to not perform the
        action.

      * MANDATORY, REQUIRED: there is an obligation to perform the
        action.

I sumbitted a proposal with the refined defintions of MAY and CAN.

I'm not keen on the <x> MAY <y>. I think just defining MAY is sufficent.
The other words might be useful, but I'll leave them for you to propose :)

Should MANDATORY, REQUIRED indicate the failure to perform the obligation breaches a rule?
