I use the definition of consciousness as UCP, Universal Communication Protocol 
or MDL protocol, which would include  state potential or like you’re saying 
memory potential from a panpsychist perspective.

The authors of this paper, which is an enjoyable read if you’re into 
consciousness and category theory, arrive at a similar description as they 
indicate it as “Consciousness is a universal (mapping) property.” What is the 
mapping property IMO? UCP.
