Interesting. Is this law specifically about transgender counseling?

I thought school Counselors had to deal with counseling and informed consent issues, not teachers. So if a teacher, or the lunch lady (or doesn't the law apply to lunch ladies), hears something about a student's conversations with their counselor(s) they should, using their best judgement based on what they heard/know, inform the parents?

Seems like counselors would/should have that dilemma, not teachers.
