There is widespread misunderstanding of what the US Dept of Education does (and doesn't) do. It definitely does not set curriculum or make personnel decisions. Think student loans and FAFSA.
FAFSA is very popular because students applying to college can fill out one application and then send it to the colleges of their choice, rather than filling out separate financial aid applications for each school. BTW, most college students get some form of financial aid, especially at private schools.
