The first is the archaeological “transect” they have archeologists walk an area 
150’ on either side of the running line looking and digging for artifacts.  If 
they find an arch site they have to document it and include the state SHPO 
office in making sure it is declared off limits and monitored for looting.
Then they do a similar thing with field biologists looking for potential damage 
to threatened and endangered species.
A specialist is involved in looking at the color spectrums of the landscape to 
ensure anything seen after construction is of the right color and texture.
Native American consultations with tribes can take several years with the 
tribes coming out for inspections and having any kind of religious ceremonies 
on the lands involved.  Problem with that is they can claim all sites to be a 
sacred area and nothing you can do about it.  Best to be really friendly with 
the tribal leaders and make sure they get xmas gifts from your company every 
year forever.  

I am sure there  are more, riparian area specialsts have to look for things.  
Then there are drainage specialist to come up with storm water runoff prevent 
plans etc.  It goes on and on.

ago in rural nevada to serve about 22 farms and ranches with fiber.  Most of 
the cost, over $200K per location was for permitting, mostly NEPA compliance.  
We had archaeologists and engineers out there for a couple years.
