You dont have to have insurance, or even a drivers license for that matter
to own or operate a vehicle. You only need those things to operate them on
public property.
Theres no age restriction to own or operate a vehicle either, there is only
an age restriction to operate a vehicle in public.
Guns are already more restricted than vehicles
