Full RUS style grounding requires all grounds from the outside world to be terminated at the cable entrance ground bar. Including your ground bar field, tower grounds etc. Power grounds. Then one single cable called the ground window that comes into the C.O. ground bar. If you want to get fancy you use a PANI bar which has different types of equipment connected at different places. Isolated is I I think so most sensitive stuff. Stuff that is not even grounded to the racks. Back in the day of early digital central offices, those switches all had insulators between the chassis and racks. All those racks went to the I end of the ground bar. Then N Neutral, for the iron work connections. A was for absorbers. As in things that would absorb a surge so I think that is where the ground window cable attached. Then the P for producers. Maybe that was where the ground window attaches.
