Yes, there is one at both ends of every ethernet link. Many people don't realize that ethernet itself is fully isolated end to end. There are signal transformers on both ends.
It's this property which allows poe on the data lines to work as they inject power on the center tap of the line side of the magnetics. Of course the poe part isn't isolated unless power isolation is added as well.
