If you had a residential or small business connection on my WISP and I found you were tunneling all the traffic to a datacenter and selling internet service to customers on our connection but through a tunnel, I would disconnect you without hesitation. To me, it's the same thing. There's nothing you could do if I disconnected you either since we have the right to refuse service to anyone we choose.
