I think my previous question was confusing, let me re-phrase:  If we
retrieve a keyword from the API and there is a non-zero proxyMaxCpc,
does this always mean that the maxCpc will be ignored and the proxy
bid will be used instead?  Or can there be a non-zero proxyMaxCpc
which is ignored for whatever reason?

We're basically looking for a definitive setting to tell us when our
maxCpc is being overwritten.

Hopefully that made things clearer.  If you're not sure I will just
run some tests on my end to get an idea of how this works.
