Hello Bryan, Thanks. I took a look at your account and I think there's something amiss on the AdWords level--the campaigns bids are being actively changed as if Budget Optimizer were enabled, but I don't see any indication that it is (and the AdWords web interface is displaying the bids as if they were just using the ad group default).
I'm going to escalate this internally to the appropriate folks on the AdWords side of things, as this is not API related. I'll let you know what I hear back.
