Hello Bryan,

 The only time I've ever seen the proxy bid values set is if Google is
modifying bids on your behalf--usually via the Budget Optimizer
option, but we learned that Position Preferences will cause this to
happen as well. In those situations you would not expect the normal
CPC settings on a given keyword to be in effect (and I'd like to say
that the maxCpc would always be set to 0).

 I wish I could give you an authoritative statement that that's the
way it is and will always be, but the truth of the matter is that the
AdWords web interface rolls out additional bidding options from time
to time. The AdWords API should return *correct* data regardless of
what's done on the web interface, but the data might sometimes be
unexpected (like we're seeing with Position Preferences and the proxy
settings).
