Goodness me! thanks very much for analysing that problem. In fact, I'm 99% 
certain these anomalous .jpg are output from Adobe Illustrator; I'll ask the 
external company to check their presets and make sure they send us RGB in 
future. (in fact, I've already run into other problems with their graphics 
where the title in the properties is left over from quite different pictures 
...)

The ".jpg" images you sent us are JPEG CYMK images. These images are not
supported by Java and have never been.

Please convert them to "normal" JPEG RGB using for example The Gimp
(https://www.gimp.org/), File|Export As.

I did that your "Lugano_09b.jpg" file and it now displays fine in XXE.
Moreover file size went down from 657400bytes to 43609bytes, with no
loss of quality.
