the update request was opened in-house months ago.

No. Not with JPEG images. With PNG images yes, and only with FOP when
using Java 10 or 11. See https://bugs.openjdk.java.net/browse/JDK-8211422
· if it’s not just a problem with an out-of-date XXE, could I
send you one of the failing .jpg files to test

*several* of the failing ".jpg" files.
