As of v7, please use the map to locate a topic. Just like the Navigation pane, the map displays the titles of the topics and also double-clicking a topic title opens/selects this topic. This is what I always do myself. I almost never used the Navigation pane to do this.
However, it's true that in the map, topic titles are not numbered. Therefore please tell your reviewers to refer to the topic title: "Hey, we need to update something in 'Troubleshooting'".
