I am wondering, why I can’t do a “Copy as reference” of anything in Section
2.4 of the attached document (would have liked to copy the whole section).

The “Edit / Reference / Copy as reference” is grey nomatter which element I
select in this document.

        <para>The installation and preparation instructions for this case
        packer are based on the following observations and information from
        the Customer:</para>

              Cases</emphasis>:</para>

              <para>There can be a maximum of x simultaneous master cases from
              the Stacking Unit and until the Case Reader</para>

              case should be handled in each scenario:</para>

                    xpointer="stdTnT"/></emphasis> - due to number of no-reads
                    or flagged cartons exceeding permissible limits.</para>

                    <para>These master cases shall not have any <xi:include
                    href="../../Standard%20Modules/StandardTerms-TrackAndTrace.xml"
                    xpointer="stdCaseLabel"/> applied, the <xi:include
                    href="../../Standard%20Modules/StandardTerms-TrackAndTrace.xml"
                    xpointer="stdCaseReader"/> shall not be triggered, and the
                    master case shall be rejected without the case being
                    sealed so as to indicate that all cartons inside the
                    master case must be repacked (i.e. refed before the Reader
                    Head).</para>
                  </listitem>

                  <listitem>
                    <para><emphasis role="bold">Reject From Case
                    Packer</emphasis>:</para>

                    <orderedlist numeration="loweralpha">
                      <listitem>
                        <para><emphasis role="bold">Master Case No
                        Read</emphasis>: If a good read is not received upon
                        triggering the <xi:include
                        href="../../Standard%20Modules/StandardTerms-TrackAndTrace.xml"

                        href="../../Standard%20Modules/StandardTerms-TrackAndTrace.xml"
                        xpointer="stdCustomer"/> must ensure that all cartons
                        inside the master case are repacked (entered before
                        the Reader Head).</para>

                        Glue</emphasis>: If the master case is not properly
                        sealed due to an issue with tape or glue, then

                        Open</emphasis>: In the event that a security door is
                        opened the case packer shall reject the master case in
                        position 0; where the master case is still open.

                        xpointer="stdCustomer"/> must ensure by means of
                        manual operation procedures, that the master cases are
                        not tampered with in the remaining master case
                        positions, and that master cases are never manually
                        inserted in the remaining positions. Removing master
                        cases does not invalidate any registration, but the
                        removed case should be repacked.</para>
                      </listitem>

              Scenarios</emphasis>:</para>

          <title>Reject To Case Packer</title>

          the master case in position 0, immediately after it has been
          filled.</para>
