I am happy with the current PRI_stime. If you sent such a patch I would Ack it and argue for it to be accepted. (Whether I would prevail, of course, is a different question.) I think it would be great to have an extended format for time that printed <seconds>.<nanoseconds>, and would be very happy if you decided you wanted to do that.
