The dialog that is coming up in German is an error dialog indicating that
there is insufficient disk space to continue. I also noticed that on
uninstall I see a dialog where the button text is in German briefly.

It depends. The stock dialogs are localized according to system/user locale
but some also use strings from the ActionText, Error, and UIText tables. So
it all depends on which dialog and messages it's showing.
