it must be something else:

I've been learning WiX this week and I saw the same behaviour after I tested
out localization. I had mistakenly left my Product tag with the wrong
language attribute. I.e. I had:
<Product Language='1031' ...> (German) when it should have been:
<Product Language='1033' ...> (English)
