Here, I very much agree with Gerard here. The ultimate goal should be
to create a great offer to readers. Content relevance and content
quality is key. I tried to explain that in this video:

When it comes to the ranking of Wikipedia language versions... it
would be the question why we should do that anyway. If it is a reason
for some to create many useless pseudo articles - that is a poor
incentive.
