I wrote a proposal in meta to add a new way to rank wikis (along side other
rankings). There are more details and result of the measurement in
https://meta.wikimedia.org/wiki/User:Ladsgroup/coverage_ranking_of_Wikipedia_languages

TLDR is that it penalizes a wiki for not having an article that exists in
other language, the higher the number of wikis that has the article, the
higher the penalty would be, either power of two or power of three (to be
decided) of that number. Then wikis with lower penalty rank higher.

This incentivizes wikis to create articles in topics that matter and would
be read by our readers.

I would appreciate your feedback on the talk page of the proposal. Also, if
this needs to be brought up in some other venues as well, it would be
amazing if I'm told where, so I can bring it up.
