It doesn't even *have* to be port 22.  That's the standard port, but you can
configure ssh to use any port you want.

You may want to make sure your country doesn't have any laws prohibiting
data encryption before using ssh, though it does have a 'cleartext' mode
that doesn't encrypt.

Anyway, if port 22 is open, and if you can install an SSH client on
your end and an SSH server on the other end, you can "tunnel"
virtually any connection through the SSH connection.
