Make sure your VNC is really running in port 5900. You've talked
about router, so that the server and the client are in two different
networks. Have you tried to connect to your server from a client PC
which is in the same network as the server? And what is the result?

software nowadays tend to include some simple form of firewall (without
really telling users!)
