You are running VNC Server 4 as a service. This is termed "Service-Mode". Service-Mode settings are configured per-machine and are accessible only to Administrators.
The alternative is to run it as an application, as the currently logged on user. This is termed "User-Mode". User-Mode settings are configured per-user.
