It did work though.  And they are able to change the settings. I'll try
resetting one of the computers now.

Ok tried v4.0 to no avail - getting msg "Authentication failure"

I'm afraid your networking guy is wrong.

It can not ever have worked before if set that way, when running as a
service.

With VNC 4, normal users can't change the VNC Server settings, as stated in
my previous mail.
