Our networking guy said to set it that way. It was working before even though it was set that way. How else would you lock them out?

Disabling VNC's access to the desktop just means it can't access the desktop. If it can't access the desktop, then it can't make it available to viewers... With VNC 4, normal users can't tamper with the VNC server's settings.
