Let's not forget that a blind person pays just as much for an iPhone as a sighted person, and VoiceOver is a supported feature of IOS. I understand that there will always be bugs, and I've been in plenty of product release meetings where companies have to make a business decision on whether to postpone a release, with all of the negativity that entails, or release on time with some pretty significant bugs and the customer dissatisfaction that will result. On the other hand, as a customer who shells out just as much money for their iPhone as the next guy, and who's using a feature Apple develops, supports and promotes then I definitely have certain expectations, and I can certainly be disappointed when Apple or any company doesn't live up to those expectations, whether I'm blind or sighted.
