Hi Mark, I can reproduce this 100% of the time, but I can't remember if it happens when plugged in or when a headset is plugged in when the phone was turned off and starts up on power. I rarely ever use a Lightning cable any more, so if you have a wireless charger plug in the Lightning headset, put your phone on the wireless charger, then turn it off completely and back on. Enter your PIN and then swipe around or touch stuff on the screen. I know of at least 1 or 2 other people who can reproduce this at will as well. My iPhon e8 is a 64Gb model with about half of that used and I certainly have no issues connecting to WiFi because I have a BNetgear Orbi mesh router which is about as good as it gets and I have 3 bars everywhere in my house and most places outside on our property which is a 50 by 125 foot town lot. My iPhone 8 is 1 year old and the first time I noticed this was when I installed iOS 13 which I did while my phone was on the charging ad and I had the Lightning headset plugged in because it was later in the evening and my wife was already sleeping. When the phone restarted after the install I just about went crazy and thought something major went wrong with the install. Then I took it off the charger, went in the living room and unplugged the headset just to try and do some more troubleshooting and suddenly all was well. Then it happened again a few weeks later and I realized it was the combination of the phone charging wirelessly, a headset plugged in and a restart which did it. I don't recall seeing a message from Steve whether he was also restarting the phone with a headset plugged in and the phone charging, but if that is the case then I can almost guaranty unplugging the headset for a few seconds will solve his problem.

So, if you have the means, you might want to give that a try. It is possible that the flash drive is starting to fail. While rare, such things can and do happen to flash drives. If your device is under warranty, I strongly recommend that you take it to an Apple Store for a hardware analysis before the warranty expires.
