I have an iPhone 8 and the only time I encounter such sluggishness is if I 
restart the phone when it's plugged into power.
After it come s up I can enter my PIN normally, but right after that it's 
extremely sluggish, if that is what happens to you unplug it for 5 seconds and 
all will be well.
I have no idea if this is something which happens to sighted people, I did at 
one point report it to Apple Accessibility right after iOS 13 came out, but 
since not many others seem to notice this or maybe most don't turn off their 
phone and start it up again when it's charging I guess it never went anywhere. 
For me it's really not a big issue any more since I know that all I have to do 
is to unplug it or take it off my wireless charger.

I recently updated to iOS 13.3 on an 8 Plus, and I'm noticing a behavior I 
can't fathom and don't like. Immediately upon iOS startup, the phone is 
incredibly sluggish. I mean really low, like even slower than my 4s was! But 
after about five minutes or so, that sluggishness goes away and the phone 
operates at normal iOS 13.3 speed. Or should that be normal 8 Plus speed? 
Either way, the sluggish operation happens each and every time I restart the 
phone. Has anyone else experienced this and solved it? If so, how'd you do it?
