Hello Steve, et al; I can honestly say that I have not experienced the delay / lag time, described in Steve's original post to this thread, on my 8 Plus running the latest version of iOS 13.
Regardless of whether the phone is plugged into an A/C adapter or not, it runs flawlessly at start-up, with VoiceOver enabled. My phone has 256GB capacity. There could be several reasons for the lag time, for example, you could be running low on disc space, or you could be having problems connecting to your local WiFi. Were you to take the device to an Apple Store, the first thing they would recommend is that you install a fresh copy of the OS on the phone. So, if you have the means, you might want to give that a try. It is possible that the flash drive is starting to fail. While rare, such things can and do happen to flash drives. If your device is under warranty, I strongly recommend that you take it to an Apple Store for a hardware analysis before the warranty expires.
