OpenOffice does not require JRE 6, it works fine with JRE 7 on Windows.
In case it does not work for you, it's due to a bug with Java 7 that

Hi, Ariel,

Do I recall correctly that there is an important consideration, particularly on new machines? AOO (32-bit only) needs the 32-bit Java, and won't run with the 64-bit Java.
