Fedora Media Writer has a Windows option.

From one problem to another. I did create a live F43 installer from
a 32GB USB thumb drive. I verified the locations of the software and
my data. Then I installed F43 using mount point assignment, and
recreated my original account.
As far as I have been able to determine, by running Dolphin through a
direct command, I still have my data. Unfortunately, I do not have a
single application, not even a way to find and install any
applications, nor any browser or email client. Discover is very
difficult to navigate to, and even when I do find it, it shows "Nothing
found" under "All Applications" or any category of them.
Running the live install was supposed to be for fixing the original
install, not overwriting it.
Which installer did you use?
Which desktop were you running before?
Are you still running from the live or the installed system?
