Static electricity can also be a problem using vacuums instead of canned air.  For extreme situations I have used copper mesh with a ground wire over the vacuum inlet.  That would filter out jumpers, but then you have to figure out where they came from, so take photos and make notes before attempting.

What I was taught do was use a vacuum and a soft haired paint brush.
Lightly use the paint brush to loosen the dust and suck it up with the vacuum.
Never touch the components with vacuum nozzle.

I use canned air.

I one, only once, forgot to capture the CPU fan
with something plastic first.   WEEEEEEEE watch
the fan spin and become a reverse generator
and burn out the PWM circuit.

And it was a weird fan too.  I did find a
replacement eventually.   I don't know what
was worse, the cost of the free fan and
free labor or the egg on my face.

Oh, don't use your hand to capture the fan
blades or the canned air will give you a
nasty freezer burn.
