I second this, there are a lot of open translations in Launchpad. The problem is that developers/maintainers fear that "closing" or "moderating" the translation process will lead to less translations being done. In part that's true, and in part it's due to the fact that we don't know all the applications that are translatable in Launchpad in an easy way. Another problem is applications hosted in Launchpad that can't fall under the Ubuntu Translators umbrella, since they are not an Ubuntu specific application. And that's where the Launchpad Translators group should enter, but there are still too few language teams in that group.
