The same is true for GNOME: first person to appear for a language gets to run the team. It's just that process for doing any translation submissions is so much more involved, that people who go through that are willing to go through the process of making sure that person is responsive. Basically, there's more of a "what after" process in place, but that was built over time. Hopefully, Ubuntu is getting that soon as well.
