This campain isn't (mainly) about selling Ubuntu Touch. It is to tell manufacturers: "Hey there is a demand for Smartphones with power beyond the todays specs".
So implementing possibilities to "buy" a smartphone with less specs isn't compatible with the goal of this campaign.
