My two cents: I believe the key issue here is one of *choice*. As can be gleaned from the various (and varied) comments on this request, there are far many preferences than might be thought of by a design team, no matter how brilliant. I think the best approach is letting the user choose; my favourite configuration would be to have the global menu off, or at least limited to maximized windows.
