The global menus is my major gripe with Unity since I found a patch to
move the dock from the left to the bottom of the screen. Global menus
kill the mouse-over focus functionality which I use heavily. The global
menu for the last window passed over with the pointer appears rather
than the menu for the intended app. Since almost all apps open against
the top panel, it becomes a tight rope act to tread carefully around
other windows to get to the menu for a smaller window that isn't against
the top panel. I will try the patch in comment #60. That behavior should
have been the default all along. I appreciate the suggestion earlier of
uninstalling the offending indicator, which I may use if the patch
doesn't work out.

   [ ] Global Menu on
   [ ] Global Menu off
   [X] Global Menu only for maximized windows

If this will eventually be user-selectable, then the default should be
the global menu only for maximized).
