Ah, I assumed the start page would be a local resource to ensure it was always 
available.
The mention of the localization infrastructure solidified that assumption.

A remote resource is usually not passed through the local translation matrix, 
instead the version for user's localisation is requested and provided by the 
server (if it can, otherwise it will fall back to whatever it deems best).
