DTLS seems less interesting than TLS because:

Datagram TLS over UDP (Userdata Datagram Protocol) is losing to Quic[k UDP
Internet Connections] which obsoletes TCP, in favour of UDP-multiplexing
(TLS over TCP/2),

do we need DTLS or has TLS/Quic won?
