It's definitely not for everyone. We've got an OTRS install here at my new gig, and it ... chafes ... every time I use it. I don't know what it is about the UI, but I just want to hurl every time I have to use it. If you don't have outside users to it, JIRA is pretty nice, but if you had to pay for a user for every customer who might generate a ticket it'd get pricey quick.
