did you remove the old eloquence first then install the new one.  This is 
how I did it and there are no buzzing scratchy or other noises what so ever.
Eloquence can't be running when you update it.  I remember when we went to 
new versions Stephen said to switch to the tts voice or other speech when 
updating.  Because several list members reported problems I decided to 
remove the old version completely before installing the new.
